AF&G FCO / Commissioning Qualification Engineer
Duties: Works in a safe manner and corrects unsafe acts and conditions ** Coordinates and directs the commissioning activities in a logical, sequential and efficient manner using consistent protocols and forms, centralized documentation, clear and regular communications and consultations with all necessary parties, frequently updated timelines and schedules and technical expertise ** Coordinates the commissioning work and, with the contractor and construction manager, ensures that commissioning activities are being incorporated into the master schedule ** Revises the construction phase commissioning plan developed during design, including scope and schedule ** Plans and conducts commissioning meetings and distributes minutes ** Requests and reviews additional information required to perform commissioning tasks, including O&M materials, contractor start-up and checkout procedures ** Before startup, gathers and reviews the current control sequences and interlocks and works with contractors and design engineers until sufficient clarity has been obtained, in writing, to be able to write detailed testing procedures ** Reviews and approves normal Contractor submittals applicable to systems being commissioned for compliance with commissioning needs ** Reviews requests for information and change orders for impact on commissioning and Owner’s objectives ** Writes and distributes construction checklists for commissioned equipment ** Develops an enhanced start-up and initial systems checkout plan with contractors for selected equipment ** Attends selected planning and job-site meetings to obtain information on construction progress ** Reviews construction meeting minutes for revisions/substitutions relating to the commissioning process ** Assists in resolving any discrepancies ** Documents construction checklist completion by reviewing completed construction checklists ** Documents systems startup by reviewing start-up reports ** With necessary assistance and review from installing contractors, writes the functional performance test procedures for equipment and systems & submits to CM for review and approval ** Coordinates, witnesses and documents manual functional performance tests performed ** Coordinates retesting as necessary until satisfactory performance is achieved ** The functional testing includes operating the system and components through each of the written sequences of operation, and other significant modes and sequences, including startup, shutdown, manual mode, staging, miscellaneous alarms, power failure and interlocks with other systems or equipment ** Prepares test plans for, assists with execution of, and documents tests of commissioned equipment overseen by regulatory authorities and ensures that such tests meet the testing rigor desired by the Owner ** Maintains a master issues log and a separate record of functional testing ** Reports all issues as they occur directly to the CM ** Provides directly to the CM written progress reports and test results with recommended actions ** Oversees and approves the planning and delivering of O&M training ** Reviews and approves the preparation of the O&M manuals for commissioned equipment ** Compiles a Commissioning Record ** Ensures all changes and modifications are accurately documented on the issued design documents and drawings for turnover to Company's document control group ** Ensures all work and job plans meet all HSSE, Compliance and Regulatory Requirements.
Requirements: A minimum of eight (8) full years in this type of work is required ** A bachelor’s degree in control systems or electrical engineering is strongly preferred ** P.E. certification is preferred; however, other technical training, past commissioning and field experience will be considered ** Commissioning experience of upstream oil and gas facilities is preferred ** Demonstrated ability to solve problems associated to a procurement process ** Understanding of the need for strong customer service both toward suppliers, manufacturers and internal customers ** Supervisory experience preferred ** Capable of exhibiting HSE leadership ** Ability to manage conflict with internal and external sources ** Must possess a solid understanding of current project best practices and common processes to ensure these are embedded within the team ** Competency in relationship management ** Ability to work successfully within multi-discipline teams ** Excellent communication skills, both verbal and written ** Knowledgeable in oil and gas facilities operation and maintenance ** Demonstrated experience in design, specification or installation of commercial and industrial fire alarm systems and advanced process automation control systems ** Extensive experience in the operation and troubleshooting of commercial and industrial fire alarm systems and advanced process automation control system ** Direct experience in equipment design and control strategy optimization ** Demonstrated familiarity with testing instrumentation ** NICET Level III Fire Alarm Systems and Level III Special Hazards Suppression Systems certification is preferred and will be considered a plus.
